Proposal 28: PoC V2 Parameters

Set the foundation for PoC V2 enforcement. Updated WeightScaleFactor to 0.262, InferenceValidationCutoff to 2, and PocValidationDuration to 480 blocks. These parameters determine how strictly validators are evaluated for their compute contributions.

The vote passed with 89% in favor. The main discussion centered around the WeightScaleFactor value — some validators argued for a more gradual transition, but the majority agreed on immediate full enforcement.

Proposal 29: Software Upgrade v0.2.9

Status: Passed | Type: Software Upgrade

The upgrade proposal for v0.2.9 at block height 2,475,000. Included PoC V2 full activation, guardian tiebreaker mechanism, and transfer agent whitelist. 92% approval rate with no veto votes.

Proposal 30: Model Consolidation

Status: Passed | Type: Parameter Change

Consolidated the network from multiple supported models down to a single model: Qwen/Qwen3-235B-A22B-Instruct-2507-FP8. This decision was driven by practical considerations — maintaining multiple models increased validator complexity and made PoC validation less reliable.

The vote was tighter at 71% approval. Opponents argued for model diversity, but the practical benefits of standardization won out.

Proposal 31: Bounty Program for Upgrade Reviews

Status: Passed | Type: Community Pool Spend

Allocated funds from the community pool to incentivize detailed reviews of upgrade proposals. Each qualifying review earns a fixed bounty. The goal: more eyes on critical code changes before they go live.

Average participation across these four proposals: 67% of staked tokens voted. This is up from 54% in Q4 2025. The increase likely reflects growing validator engagement as the network matures and stakes get higher.

Quorum (33.4%) was met comfortably in all four proposals. No proposal triggered the 33.4% veto threshold.
